Content & Viewpoint Neutrality

Are restrictions content-neutral and applied without regard to the speaker's viewpoint? *

Time, Place & Manner

Are time limits per speaker reasonable and applied evenhandedly? *
Is a sign-up or recognition process administered neutrally? *

Documentation

Are comment periods noticed on the agenda consistent with open meetings law? *
Is the record/minutes reflecting who spoke maintained? *
