Life-Threatening and Severe Deficiencies

  • Are smoke alarms and carbon monoxide alarms installed, powered, and correctly located per NSPIRE? *
  • Are all exits and egress paths unobstructed with operable hardware? *
  • Are gas leaks, exposed wiring, and shock hazards absent? *
  • Are guardrails and handrails present and secure at required locations? *

Unit Interior Priority Standards

  • Is heat available and capable of maintaining required temperatures? *
  • Are GFCI-protected receptacles present in kitchens and bathrooms? *
  • Are call-for-aid and required accessibility features functional in accessible units?
  • Are infestation (roaches, rodents, bed bugs) and mold conditions absent? *
  • Are plumbing fixtures functional and free of leaks or blockage? *

Unit Condition and Habitability

  • Are windows operable, lockable, and weathertight? *
  • Are walls, ceilings, and floors free of holes, water damage, or trip hazards? *
  • Are kitchen appliances (range, refrigerator) present and operational? *
  • Are entry doors and unit locks secure and functional? *

Common Areas and Building Systems

  • Are common-area life-safety systems (alarm, sprinkler, emergency lighting) functional? *
  • Are stairwells, corridors, and community rooms free of hazards? *
  • Are elevators operational and current on inspection where present?

Site and Program Readiness

  • Are site conditions (walkways, lighting, drainage, fencing) free of health-and-safety defects? *
  • Has a pre-inspection self-assessment been completed and deficiencies logged?
  • Are resident notification and inspection-access procedures documented?
