Inspection Setup

  • Outfall / BMP asset ID *
  • Inspection date *
  • Is the inspection during dry weather (>48-72 hr since last significant rain) for illicit discharge screening? *

Outfall Illicit Discharge Screening

  • Is there any dry-weather flow at the outfall? *
  • Is the discharge free of odor, color, turbidity, oil sheen, or floatables? *
  • Are field screening parameters (if flow present) within expected ranges?
  • Is the outfall structure free of scour, erosion, or structural damage?

Structural BMP Condition

  • Is the BMP (detention/retention/bioretention/filter) free of excessive sediment accumulation? *
  • Are inlet and outlet structures unobstructed and functioning? *
  • Is the BMP free of erosion, bypass channeling, or embankment damage?
  • Is vegetation established and maintained (for vegetated BMPs)?

Housekeeping & Pollution Sources

  • Is the drainage area free of illegal dumping, staining, or exposed pollutant sources?
  • Is trash / debris accumulation within acceptable limits?
  • Are nearby industrial/commercial connections free of evidence of improper discharge to the storm system?

Findings & Follow-up

  • Is maintenance, cleanout, or corrective action required? *
  • Is an IDDE investigation / enforcement referral warranted for suspected illicit discharge? *
  • Photograph outfall/BMP condition
