Forum Designation & Rules
- Is the type of forum for public comment identified (limited/designated public forum)? *
- Are the rules for public comment written, adopted, and publicly available? *
- Do rules limit comment to matters within the body's subject-matter jurisdiction where a limited forum is intended? *
Content & Viewpoint Neutrality
- Are restrictions content-neutral and applied without regard to the speaker's viewpoint? *
- Is the chair restrained from silencing speakers merely for criticism of officials? *
- Are 'disruption' removals based on actual disturbance, not offensive content? *
Time, Place & Manner
- Are time limits per speaker reasonable and applied evenhandedly? *
- Is a sign-up or recognition process administered neutrally? *
- Are reasonable accommodations available for speakers with disabilities or limited English proficiency? *
Documentation
- Are comment periods noticed on the agenda consistent with open meetings law? *
- Is the record/minutes reflecting who spoke maintained? *
- Are staff/officials trained on lawful management of public comment? *
