SPCC Spill Prevention, Control & Countermeasure Plan Checklist
Verify a facility's Spill Prevention, Control and Countermeasure (SPCC) Plan meets EPA oil pollution prevention requirements under the Clean Water Act.

Applicability and Plan Certification
- Does the facility have an aggregate aboveground oil storage capacity greater than 1,320 U.S. gallons, or buried storage greater than 42,000 gallons? *
- Is there a written SPCC Plan prepared in accordance with good engineering practice? *
- Is the Plan certified by a licensed Professional Engineer, or self-certified where the facility qualifies as a Tier I/II qualified facility? *
- Date the SPCC Plan was last reviewed and amended (review required at least every five years). *
Secondary Containment and Diversionary Structures
- Is appropriately sized secondary containment provided for all bulk storage containers (sufficient to hold the largest container plus precipitation)? *
- Is containment provided for oil transfer areas, loading/unloading racks, and mobile refuelers? *
- Are drainage valves from diked areas of the manually operated open-and-close design (no flapper-type)? *
Inspections, Testing and Integrity
- Are bulk storage containers subject to periodic integrity testing on a documented schedule? *
- Are regular visual inspections of containers, piping, and containment conducted and documented? *
- Number of days inspection records are retained (must be at least 3 years). *
Spill Response and Discharge Reporting
- Does the Plan describe procedures, equipment, and resources for responding to and cleaning up an oil discharge? *
- Are the required National Response Center notification procedures documented for a reportable discharge? *
- Is a facility diagram included showing the location and contents of each oil storage container? *
Personnel Training and Security
- Are oil-handling personnel trained on operation and maintenance of equipment, discharge procedures, and applicable regulations? *
- Is a designated person accountable for discharge prevention identified in the Plan? *
- Are security measures (fencing, lighting, valve locks) implemented to prevent unauthorized access and tampering? *
