SIMOPS Planning & Matrix

  • Has a SIMOPS matrix been developed identifying every combination of concurrent activities and whether each is permitted, restricted, or prohibited? *
  • Have all interacting operations (drilling, production, well intervention, construction, diving, crane lifts) been identified with their overlapping time windows? *
  • Is a bridging document in place reconciling the safety management systems of all parties and contractors involved? *
  • Has a SIMOPS coordinator with defined authority been designated for the duration of the concurrent activities? *

Hazard Assessment & Controls

  • Was a job hazard analysis or risk assessment completed for each simultaneous-operation interaction before work began? *
  • Are ignition-source controls established to prevent hot work or crane operations near hydrocarbon-handling activities? *
  • Are exclusion zones and dropped-object prevention measures defined for overlapping crane and lifting operations? *
  • Have well-control barriers been verified as adequate for concurrent drilling or intervention activity? *

Communication & Coordination

  • Is a dedicated communication channel and shared-frequency protocol established among all operating parties? *
  • Are pre-job and shift-handover SIMOPS meetings held and documented? *
  • Do all parties have stop-work authority and a clear escalation path to the SIMOPS coordinator? *

Emergency Response & Suspension

  • Are the conditions that trigger suspension or de-escalation of simultaneous operations defined in advance? *
  • Does the emergency response plan address the compounded hazards of concurrent operations? *
  • Are muster and evacuation routes verified as unobstructed by any of the concurrent activities? *
