Gauging Procedures & Accuracy

  • Is tank liquid level determined by an approved manual or automatic tank gauging method with documented procedures? *
  • Are automatic tank gauges verified against manual innage/outage checks at the required frequency? *
  • Are temperature and water cut (free water) measured for net volume determination? *
  • Are gaugers trained on hazards of manual thief-hatch gauging, including hydrocarbon vapor exposure? *

Overfill Prevention

  • Is an overfill prevention system (level alarms/automatic shutdown) installed and functional? *
  • Are high-level and high-high-level alarm set points defined and periodically proof-tested? *
  • Date of the most recent overfill alarm/shutdown proof test. *

Thief Hatches & Pressure Relief

  • Are thief hatches and pressure-vacuum vents closed, seated, and inspected to prevent uncontrolled venting? *
  • Are hatch gaskets and PV valve set points verified against the tank design pressure? *
  • Are hatches confirmed closed during normal operation via inspection or monitoring? *

Vapor Recovery & Emissions Control

  • Is a vapor recovery unit (VRU) or control device routing tank vapors and operating within design capacity? *
  • Is the control device (VRU, flare, or combustor) maintaining the required control efficiency (e.g., 95%)? *
  • Are storage vessel potential-to-emit VOC determinations documented to confirm applicability of controls? *
  • Are inspection and maintenance records for the vapor control system retained? *
