Manning and Certificates
- Is a valid Minimum Safe Manning Document on board and is the actual manning compliant with it? *
- Do all officers hold Certificates of Competency appropriate to their rank, ship type, and voyage? *
- Are valid flag-State endorsements attesting recognition on board for all certificated officers? *
- Are all certificates and endorsements originals (not copies) and within their validity dates? *
Specialist and Ship-Type Training
- Do crew hold required basic safety training (PST, fire prevention, first aid, PSSR)? *
- Do relevant crew hold survival craft, advanced firefighting, and medical care certificates as required? *
- For tankers/gas carriers, do crew hold the required cargo-specific dangerous cargo training?
Familiarization and Records
- Have newly joined seafarers received documented safety and security familiarization before being assigned duties? *
- Are training records, drill records, and evidence of onboard familiarization maintained? *
- Is the working language of the ship established and recorded so that crew can understand safety and operational instructions? *
Watchkeeping and Fitness for Duty
- Are navigational and engineering watch arrangements consistent with STCW principles for safe watchkeeping? *
- Are hours of rest for watchkeepers recorded and compliant with STCW minimum rest requirements? *
- Are measures to prevent drug and alcohol abuse implemented with the applicable blood-alcohol limit observed? *
