Certificates and Documentation

  • Are all statutory certificates (Safety Construction, Safety Equipment, Safety Radio, Load Line, IOPP, IAPP, etc.) valid and available? *
  • Are the Continuous Synopsis Record, class certificates, and survey reports on board and consistent? *
  • Are records (oil/garbage record books, hours of rest, drills, maintenance) complete and up to date? *

ISM and ISPS Implementation

  • Are the SMC, DOC copy, and ISSC valid, and can the crew demonstrate SMS familiarity? *
  • Are open non-conformities and outstanding class/PSC conditions being actively managed? *
  • Can watchkeepers demonstrate familiarity with the SSAS, muster list, and their emergency duties? *

Fire Safety and Life-Saving (Common Deficiencies)

  • Are fire dampers, doors, and detection free of the defects most commonly cited by PSC? *
  • Are lifeboats, launching appliances, and on-load release gear in order with servicing in date? *
  • Are emergency lighting, escape routes, and EEBDs correct and unobstructed? *

Pollution Prevention and Operational Readiness

  • Is the oily-water separator, 15 ppm alarm, and sludge management free of the common MARPOL deficiencies? *
  • Can the crew demonstrate key operational drills (fire, abandon ship, enclosed space rescue) on request? *
  • Is the accommodation ladder/gangway rigged safely with a safety net and lifebuoy for the PSC officer's boarding? *

Risk Profile and History

  • Has the ship's PSC history been reviewed and previous deficiencies verified as closed out with evidence? *
  • Enter the date of the last Port State Control inspection.
  • Have the ship's flag, RO, and company performance (target factor) been checked to anticipate the likelihood of inspection?
