Pilot Transfer Arrangements Inspection
Verifies pilot boarding and transfer arrangements including pilot ladders, combination arrangements, and rigging under SOLAS Regulation V/23.

Equipment Condition and Certification
- Is the pilot ladder certified, in good condition, and free from defective steps, discoloured or damaged side ropes? *
- Are ladder steps equally spaced, horizontal, and the correct four with spreader steps as required? *
- Is a certificate/plaque confirming compliance with SOLAS V/23 available for the arrangement? *
Combination and Accommodation Arrangements
- Where the freeboard exceeds 9 metres, is an approved combination arrangement (accommodation ladder plus pilot ladder) used? *
- Is the accommodation ladder leading aft and secured so its lower platform is horizontal? *
- Are trapdoor arrangements, where fitted, rigged so the ladder extends above the platform? *
Rigging and Securing
- Is the pilot ladder secured to strong points and rigged clear of any overboard discharges? *
- Are securing arrangements (magnetic/mechanical devices prohibited as primary means) compliant? *
- Are man-ropes, stanchions, and bulwark ladder provided and correctly rigged where required? *
Safety Provisions During Transfer
- Are a lifebuoy with self-igniting light and a heaving line available at the boarding point? *
- Is the arrangement adequately illuminated for a night-time transfer? *
- Is a responsible officer with a two-way radio in attendance to oversee the transfer? *
