Certification and Manuals
- Is a valid International Pollution Prevention Certificate for the Carriage of NLS in Bulk (or IBC Certificate of Fitness) held? *
- Is an approved Procedures and Arrangements (P&A) Manual carried and followed? *
- Is each cargo correctly categorized (X, Y, Z, or OS) and listed in the ship's certificate? *
Cargo Record Book
- Is the Cargo Record Book maintained with all loading, unloading, stripping, and washing operations? *
- Are entries signed by the officer in charge and countersigned by the master per operation? *
- Are discharge conditions (distance from land, depth, speed, ship's speed) verified before any discharge of residues? *
Stripping, Prewash, and Discharge
- Is efficient stripping achieved so tank residues meet the applicable quantity limits for the cargo category? *
- Is a mandatory prewash carried out for Category X (and specified Y) substances where required? *
- Are prewash residues discharged to a reception facility rather than to sea where required? *
- Are ventilation procedures used for residue removal applied in accordance with the P&A Manual? *
Surveyor and Reception Facilities
- Where a prewash exemption is claimed, is it endorsed by an authorized surveyor per the manual? *
- Are records of reception-facility receipts for NLS residues retained? *
- Is the pumping and stripping efficiency test documentation available for the cargo tanks? *
