Cargo Declaration and Certificates
- Has the shipper provided a signed cargo declaration identifying the cargo group (A, B, or C) under the IMSBC Code? *
- For Group A cargo, is a certificate of the Transportable Moisture Limit (TML) issued within the last six months provided? *
- Is a moisture content certificate issued no more than seven days before loading available? *
- Does the declared actual moisture content remain below the TML for the parcel to be loaded? *
Master's Verification and Can Test
- Has the master or a nominated officer performed a complementary can test to check for signs of a flow state? *
- Is loading suspended if visible free moisture or a fluid condition appears at any point during loading? *
- Has the vessel been assessed against the criteria for cargoes that may liquefy, including specially constructed or fitted cargo ship provisions where relied upon? *
Loading and Carriage Controls
- Are hold bilge wells, strums, and sounding pipes tested and confirmed clear before loading a cargo that may liquefy? *
- Is trimming carried out to keep the cargo surface reasonably level and minimize shift and free-surface effects? *
- Are hold bilges monitored and sounded regularly during the voyage for accumulated water? *

Emergency Preparedness
- Is the crew briefed on actions to take if the cargo shows signs of liquefaction or a wet base at sea? *
- Are the relevant IMSBC individual schedule and emergency response (EmS) provisions accessible to the duty officers? *
