Governance & Scope

  • Has covered ICT (websites, software, documents, hardware) been inventoried for Section 508 applicability? *
  • Have the Revised 508 Standards adopting WCAG 2.0 Level A and AA been incorporated as the technical baseline? *
  • Is a designated Section 508 program manager or coordinator assigned? *

Perceivable Content

  • Do all non-text elements (images, charts) have appropriate text alternatives? *
  • Do videos include synchronized captions and audio description where applicable? *
  • Does text meet the minimum color-contrast ratio (4.5:1 for normal text)? *

Operable Interfaces

  • Is all functionality operable through a keyboard without a mouse? *
  • Are focus order and visible focus indicators provided for interactive elements? *
  • Are time limits adjustable or able to be extended by the user? *

  • Are form fields programmatically labeled and are errors identified in text? *
  • Is content compatible with assistive technologies (valid name, role, value)? *
  • Is the human language of each page programmatically identified? *

Electronic Documents

  • Are PDFs and Office documents tagged for reading order, headings, and alt text? *
  • Are data tables structured with header cells associated to data cells? *
  • Are scanned documents run through OCR so text is selectable and readable by screen readers? *

Procurement & Documentation

  • Is an Accessibility Conformance Report (ACR / VPAT) obtained for procured ICT? *
  • Are Section 508 requirements included in solicitations and contracts for ICT? *
  • Is any claim of undue burden or fundamental alteration documented in writing with a supporting determination? *
