DBE Program Plan & Administration
- Has an approved DBE program plan been submitted to the operating administration? *
- Is a DBE Liaison Officer (DBELO) designated with adequate authority? *
- Are the required assurances included in financial assistance agreements and contracts? *
Overall Goal Setting
- Was a triennial (or applicable) overall DBE goal calculated using the two-step methodology? *
- Was the goal split into race-neutral and race-conscious components? *
- Was the goal submitted for public participation and to USDOT by the deadline? *
Certification & Directory
- Are DBE firms certified through the Unified Certification Program (UCP)? *
- Do firms meet the size, ownership (51%), and control standards including PNW cap? *
- Is a current DBE directory maintained and available? *
Contract Goals, Good Faith Efforts & Payment
- Are contract-specific DBE goals set on individual contracts as appropriate? *
- For bidders not meeting the goal, was a good faith efforts (GFE) review conducted? *
- Are prompt payment and retainage-return clauses enforced for subcontractors? *
- Is DBE participation counted only for the value of work actually performed by the DBE (commercially useful function)? *
