National Objective & Eligibility
- Does each funded activity meet one of the three national objectives (LMI benefit, slum/blight, or urgent need)? *
- Is the activity an eligible CDBG activity under 24 CFR 570.201-207? *
- For area-benefit activities, does the service area meet the low/moderate income threshold? *
- Is documentation of beneficiary income/LMI status retained in the file? *
Program Requirements & Overall Benefit
- Does at least 70% of expenditures over the certification period benefit LMI persons? *
- Are public services and planning/admin caps (15% and 20%) within limits? *
- Is a citizen participation plan followed for the Consolidated Plan and Action Plan? *
- Are environmental review records (24 CFR 58) completed before funds are committed? *
Section 3 Economic Opportunity
- Do covered projects track labor hours worked by Section 3 workers? *
- Have Section 3 clauses been included in covered contracts and subcontracts? *
- Were efforts to employ/train low-income and public-housing residents documented? *
- Is Section 3 reporting submitted to HUD as required? *
Financial Management & Reporting
- Are CDBG funds drawn from IDIS and reconciled to expenditures? *
- Is program income tracked and returned to eligible activities? *
- Is the Consolidated Annual Performance and Evaluation Report (CAPER) submitted timely? *
