Substantial Completion Determination

  • Can the owner occupy or use the work for its intended purpose? *
  • Is a Certificate of Substantial Completion prepared? *
  • Are the date of substantial completion and responsibilities established? *
  • Is a Certificate of Occupancy or temporary CO obtained where required? *
  • Substantial completion date

Punch List

  • Is a comprehensive punch list of incomplete/deficient items prepared? *
  • Is each punch item assigned responsibility and a completion date? *
  • Is a value withheld for incomplete work per the certificate? *
  • Are re-inspections conducted to verify punch items are corrected? *

Systems & Commissioning

  • Are building systems tested, balanced, and demonstrated to the owner? *
  • Is owner training on operating systems completed? *
  • Is commissioning documentation provided where applicable?

Closeout Deliverables

  • Are as-built/record drawings delivered? *
  • Are operation and maintenance (O&M) manuals provided? *
  • Are warranties, guarantees, and product data submitted? *
  • Are spare parts, attic stock, and keys/access delivered?

Final Payment & Release

  • Is the final application for payment submitted with retainage release? *
  • Is a Contractor's Affidavit of Payment of Debts and Claims provided? *
  • Are final lien waivers and releases collected? *
  • Is consent of surety to final payment obtained where bonded? *
