Records Review

  • Are standard federal, state, tribal, and local environmental records reviewed? *
  • Are historical use sources (aerials, Sanborn maps, directories, titles) reviewed? *
  • Is the property's history reviewed back to first developed use or 1940? *
  • Are adjoining property records and databases evaluated? *

Site Reconnaissance

  • Was a site visit conducted to observe current conditions and uses? *
  • Are hazardous substances or petroleum products storage/use observed? *
  • Are aboveground/underground storage tanks (AST/UST) identified? *
  • Are stains, odors, stressed vegetation, or drum storage noted? *
  • Photos of observed environmental conditions

Interviews & Information

  • Were interviews conducted with owners, occupants, and operators? *
  • Was the User Questionnaire completed for user-provided information? *
  • Are prior environmental reports for the property reviewed? *

Findings & Opinions

  • Are recognized environmental conditions (RECs) identified? *
  • Are controlled RECs (CRECs) and historical RECs (HRECs) distinguished? *
  • Are data gaps identified and their significance evaluated? *
  • Is a recommendation made regarding further (Phase II) investigation? *

  • Does the assessment satisfy the All Appropriate Inquiries rule? *
